I'm not really sure, I just recently realized I wasn't updating and that led me to find out this problem.. I started Windows Updates and applied 23 of them. Automatic updates won't update, apparently due to problem wiht BITS. The list of services listed above are on automatic and with the exception of System Event Notification are set on start.

So i copied the file from the working vista machine to the not working machine. Enjoy!
